Almost two years old children were strangled by curtains.


In June 15th, due to the risk of death from the curtain rope, the US Consumer Product Safety Commission (CPSC) jointly recalled 3 million 360 thousand curtains with IKEA, Sweden, including shutters, Rome curtains and rolling shutters.

Earlier, CPSC received two reports of nearly two years old children being strangled by curtains.

As early as in April 4, 2008, a 1 year old baby girl was suffocated by the winding of Rome curtain cord.


CPSC thinks that the drawstring of the rolling shutter is at the bottom. If the rope slips, it may be put on the neck of the child. The shutter may cause an accident because the bead chain is not fastened to the wall or floor, and the cord of the Rome curtain is likely to entangle the child and cause death.

After the incident, the head of IKEA China said that the recall was not in the US area, but in other parts of China, Europe and Japan.

IKEA's explanation is that the relevant industry associations in North America stipulate that when the products are in danger, they will ask the merchants to recall them voluntarily. Therefore, this recall is a voluntary and voluntary action by IKEA in conjunction with the association.

But these curtain products themselves are not dangerous. Consumers are safe to install and use correctly according to the instructions.

As long as the Rome curtain is installed safely, it will not show the cord, nor can the child touch it.

At present, no similar reports have been reported in China.

IKEA's customer service telephone shows that consumers who still have concerns can refund the original payment according to the original price.

For customers who do not have a small ticket, they are returned according to the system price.


Consumer complaints department


Businesses should take immediate and fair measures.


Yesterday, the head of the Complaints Department of Beijing Consumers Association told reporters that in mid June, IKEA announced the recall of rolling shutters with hidden dangers in the US, but it did not do anything to sell products in China. This is unfair and is suspected to infringe on the right of consumers to be safe.

"Seemingly the enterprise has already made the solution, but in fact is the recall of the escape."

The head of the Complaints Department of the municipal consumers' association thinks that no matter whether the consumers have concerns, as long as the potential threat of products is not eliminated, the safety of consumers can not be guaranteed.

I hope that enterprises do not propose solutions like "squeezing toothpaste". They might as well stand up and recall the goods that are infringed.


China's "consumer protection law" stipulates that operators find that the goods or services they provide are seriously defective. Even if the right use of goods or services can still cause harm to personal and property safety, they should immediately report and inform consumers to the relevant administrative departments, and take measures to prevent the occurrence of hazards.

This is essentially the embodiment of the so-called recall.


Qiu Baochang, a lawyer of the China Association for consumer protection, said that according to China's standards, the product does not have any quality problems, but the quality is not qualified.
