Global Perspective: EU Solicits Opinions On The Revision Of Textile Labeling Rules

The EU plans to revise the EU textile labeling rules, putting forward comprehensive requirements for physical and digital labels of textiles and related products, to ensure that consumers are provided with accurate, understandable and comparable information, especially information related to the environment; Reduce compliance costs; Ensure the clarity and consistency of regulations.

The EU sustainable and recycling textile strategy aims to address the environmental impact of textile production and consumption. According to statistics, the negative impact of textile consumption by private households in the EU on the environment and climate change ranked fourth on average, and the negative impact on water and energy ranked third.

The strategy proposes a series of legislative and non legislative measures to address the environmental impact of textiles, including a review of the Textile Labelling Regulations. Therefore, the Commission intends to explore the possibility of developing a single and uniform set of labeling requirements for textiles and related products in all potentially relevant labeling areas. These products mainly include clothing leather and fur products, clothing accessories and interior decoration/household products, but do not include footwear products.

This review should be closely related to the recently proposed legislation, such as the proposed Regulations on Sustainable Product Ecological Design (ESPR) and its digital product passport, the proposed amendment to the Waste Framework Directive, the Regulations on Sustainable Product Ecological Design (ESPR) and its digital product passport Amendments to the Waste Framework Directive and the proposed Consumer Empowerment Directive. In addition, synergies with the new General Product Safety Regulation (EU) 2023/988, the Organic Production Regulation (EU) 2018/848 Regulation (EU) 2018/848 and the proposed Enterprise Sustainability Due Diligence Directive will also be explored.
