Xinjiang;

Recently, the reporter walked into the Alar National Economic and Technological Development Zone (hereinafter referred to as "Alar Economic Development Zone") located in Alar City, the first division of Xinjiang Production and Construction Corps. In the workshop of Dongcai Technology Textile Co., Ltd., the local white polyester filament was woven into polyester fabric through texturing, weaving and other processes.

Alar Economic Development Zone is one of the four major comprehensive textile and garment industry bases in Xinjiang. At present, there are more than 2000 registered enterprises of all kinds, with three major textile raw materials of cotton fiber, viscose fiber and polyester fiber, as well as the printing and dyeing system with the largest dyeing and finishing scale and the most complete printing and dyeing categories in Xinjiang. At present, Alar Economic Development Zone is focusing on the development of advantageous leading industrial clusters such as textile and clothing, green chemical industry, food processing, etc., vigorously cultivating new materials, high-end equipment manufacturing, new energy and other emerging industries, constantly extending the chain to supplement and strengthen the chain, and showing industrial vitality. Last year, the Industrial Development Zone completed an industrial investment of 6.44 billion yuan, up 23% year on year; The added value of industries above designated size increased by 36% year on year.

Diversification of raw materials

From planting a cotton, weaving a piece of cloth, to cutting out a set of clothes and other products, the Alar Economic Development Zone coordinates resource advantages and market demand, and accelerates the extension of the textile industry chain.

"The textile industry chain is long, and there are many supporting products in all links. In combination with the practical needs of Xinjiang's textile and clothing industry, the park is promoting in accordance with the idea of" focusing on the two ends and the middle ", focusing on solving the two major problems of fiber raw materials and printing and dyeing, and laying a solid foundation for high-quality development of Xinjiang's textile and clothing industry." Li Hongtao, deputy director of the management committee, said.

With the transfer of the textile and clothing industry in the eastern region, the park has opened up the key chain from petrochemical resources to textiles and enriched the textile raw materials by introducing relevant enterprises through investment attraction.

"In the past, there was no local polyester filament, and enterprises could only produce cotton products such as spinning and hosiery weaving." Li Zuxiang, chairman of Dongcai Technology Textile Co., Ltd., said that after the Alar Economic Development Zone realized the localization of polyester filament production, the company invested in the construction of a production base with 3000 water jet looms, 20 texturing machines, knitting machines, printing and dyeing and other complete processes, It can produce 200 million meters of medium and high grade home textile fabrics, 25 million sets of four pieces on bed, and consume more than 100 tons of polyester filament every day.

Statistics show that in 2023, Alar ETDZ has built a polyester filament production capacity of 300000 tons, and the local conversion rate of polyester filament is about 60%. "Now the park is focusing on nylon fiber raw materials to increase investment attraction, and will also develop Lyocell fiber and diversify the development of textile and clothing raw materials. By taking advantage of the location advantage of Alar City in the center of southern Xinjiang, the park will play a leading role in Xinjiang's textile and clothing industry." Li Hongtao said.

Green emission reduction in printing and dyeing

"Printing and dyeing is a key link in the development of Xinjiang's textile industry chain from the front end to the back end, and the wastewater generated in the process of printing and dyeing must be solved," said Li Hongtao.

Alar Xingmeida Printing and Dyeing Co., Ltd. is the earliest textile and garment industry settled in the park, involving textile and grey cloth printing and dyeing. In the face of the requirements of green environmental protection in printing and dyeing production, the enterprise invested 20 million yuan to build a water reuse treatment system. Through technical treatment, the printing and dyeing wastewater was recycled. At present, the daily treatment of printing and dyeing wastewater reaches 4000 cubic meters, and the reuse rate of reclaimed water is more than 46%.

"When the plant was built, it was equipped with reclaimed water reuse and environmental protection device systems. With the continuous improvement of environmental protection requirements, the enterprise equipment is also upgrading." Liao Jun, deputy general manager of the company, said that in order to achieve the recycling of waste water and waste materials, the company invested 18 million yuan in the construction of salt recovery system devices and the improvement of softened water treatment system, and treated waste water through a series of processes. Next, 5 million yuan will be invested to build an ozone treatment system.

At present, the reclaimed water reuse rate of printing and dyeing enterprises in the park exceeds 45%.

"After years of development, the printing and dyeing scale and output of Alar Economic Development Zone have reached more than 50% of the whole Xinjiang, and the application of printing and dyeing technology has moved from traditional vat dyeing technology to digital printing." Li Hongtao told reporters that with the gradual solution of the two major problems of raw materials and printing and dyeing, downstream garment manufacturers can find suitable fabrics to process and produce locally, Reduced costs such as freight. In 2023, Alar Economic Development Zone will implement 23.33 million yuan of central subsidies for energy conservation and emission reduction, and be approved as a national green industrial park.

Convenient and efficient service

In recent days, Xinjiang Xinming Textile Technology Co., Ltd., located in Aral Economic Development Zone, is debugging production equipment. "The cotton textile products of the textile enterprises in the park can be used as raw materials for enterprise production to form an industrial chain of weaving, texturing, printing and dyeing by mending the weak points," said Hu Xiaoming, general manager of the company.

In recent years, Alar Economic Development Zone has taken advantage of the local cotton production area, strengthened factor allocation, continuously optimized the business environment, and attracted a number of cotton textile enterprises to settle down through "chain" investment attraction. At present, there are 61 textile and clothing industry chain enterprises in the park, with a spinning scale of 2.42 million spindles.

The reporter learned that the Alar Economic Development Zone actively implemented the special funds for textile and clothing of the Corps and the incentives for the Corps to support the industrial development of South Xinjiang Division City, and accepted the application for preferential policy subsidies on a monthly basis in accordance with the investment agreement signed with the investment attracting enterprises. In 2023, a total of 1.994 billion yuan of awards and subsidies will be received.

In order to alleviate the financing problems for enterprise development, the Alar Economic Development Zone has formulated and issued the management measures for enterprise preferential policies, pledged loans and discount interest, docked with financial institutions on a monthly basis, and timely updated the statistics of loans granted by financial institutions to enterprises in their jurisdictions. In 2023, six financial institutions will lend 4.756 billion yuan to 101 small and medium-sized enterprises.

"Bingtuan and division city have granted 420 administrative approval authorities related to construction and land to the park, and enterprises can basically achieve closed-loop solutions in the park." Li Hongtao said that through the implementation of "Internet+government services", the park has achieved "one database, one management line, one supervision network", enterprise project filing, engineering planning permit The construction permit and other formalities can be handled "without meeting" without offline submission, which is convenient and efficient for enterprises.
